From Worlds Collide Wiki - Final Fantasy VI Randomizer
There are a total of 492 shop slots containing 13 tools, 91 weapons, 45 armors, 15 shields, 57 helmets, 85 relics, and 186 items. Items are split by type and divided into tiers D through S. Each shop slot randomly selects a tier of the same type using corresponding weights and a random item from the chosen tier is selected using a uniform distribution.
As an example,
6.8% of the 91 weapons will be randomly selected from tier A using a uniform distribution. Therefore, each seed will contain an average of 0.068 * 91 = 6.188 tier A weapons and each weapon in tier A will have a 6.8 / 6 = 1.13 percent chance of being in each shop weapon slot.
